what should I do if my apps are all just waiting and no of them seem to be downloading even when connected to Wi-Fi and power source?

Stay connected to the internet and continue using the iPhone. Depending on the internet speed all apps will get downloaded from the App Store automatically and not from iCloud backup. Only the app data along with app links gets downloaded from iCloud Backup.

Restored my iPhone 12 Pro from an iCloud backup from my 11 and non of the apps are continuing to download
