wrong passcode when setting up new iphone

Hello, I've just bought a new iphone mini 12. During a start initilization procedure, i transferred data from my old iphone. After transferring data, it tells me wrong passcode even though it is a good one. (I have setup face recognization too). The new iphone is then disabled. I can not restore because I have no mac. How do I do?
