Try Mounting the Volume:
If this is an option, then while in Recovery Mode, select the volume, and then click "Mount" on the top-right corner of Disk Utility.

2017 Macbook pro 13-inch, was running Catalina. Attempted to reinstall Catalina and encountered the error.
In eeded to erase the hard drive to give the computer to another person since I just bought a newer one. Followed Apple’s steps on what to do (https://support.apple.com/en-us/HT201065 and also https://support.apple.com/en-us/HT208496). I assume the latter link’s steps is where the issue began.
What are you attempting to install and from what OS.
If previous to Catalina, you should format the drive Mac OS Extended (Journaled). The installer will convert it. Going from Mojave and formatting as APFS sometimes results in the error you received.
