Is there a way to allow certain apps to send push notifications even when the phone is in do not disturb? I would like to be able to allow “critical alerts” to come through, like from my home security system SimpliSafe. Is there a way to allow this but also to leave the phone in Do Not Disturb?

No. Not at the moment.
That feature has been announced for iOS 15, which should be available this fall.
Go to the Settings app, and click on Do Not Disturb. There should be an option to allow certain apps to send notifications

No. There shouldn't. That is not a feature of iOS 14.
There is not an option for that.
