Stuck at verifying sms verification code

I was trying to create new apple id but whenever I reached to the point where I need to verify code from SMS, it keeps showing me error, and the error message doesn't make any sense.

When I ask to put verification code from SMS, the title says

"Verify your phone number to finish setting up your Apple ID."

"Enter the verification code sent to ..."

But when I typed in verification code from SMS, the error shows

"Password cannot include your name, phone number, or part of your Apple ID."

And when I typed in same code again, the error changed

"Please enter the characters you see or hear to continue."

And the error keep on repeating.

What? What is happening.
