I want to buy a new iPad Pro M1 (2021) from Apple online store in Dubia (apple.com/ae)
I want to know if there is any difference between the middle east version vs international version of the iPad?

There could be some differences. For instance, the following article states, “FaceTime isn’t available or might not appear on some iPhones and iPads purchased or used in Saudi Arabia, Pakistan, and United Arab Emirates, including Dubai. However, with iOS 11.3 or later, FaceTime is available on iPhone, iPad, and iPod touch in Saudi Arabia. And with iOS 12.4 or later, FaceTime is available on iPhone, iPad, and iPod touch in Pakistan.” You can read more about this here:

Also, in some countries, muting the shutter sound is disabled.
