Force restart my Apple watch

I hand to force restart My Apple Watch because it was acting weird, like would look like was connected to my cell phone and then it would just go blank and not have any readings. No it’s not restarting. Apple icon frozen in screen. What do I do now? My Apple Watch is also showing the red battery icon at the top and it’s fully charged. When I try re- pair it to my phone my phone is saying to make sure it isn’t paired with another phone, which it is not. What trying to manually paint the phone isnt picking it up as an option for pairing.

What do I do now?
