My wife has an Iphone 8 with 11,000 pictures on there. I have downloaded a ton but can't get past 5,065. There is always an error. Any thoughts?

my wife has an Iphone 6S with 11,000 pictures on there. we want to download them onto our 2017 Asus laptop. I can get to 5,065 pictures and there is always an error after that. I've tried a ton of things and need to know what the deal is. My wife wants a new phone but we want these pictures downloaded on our laptop. She does have Icloud and it is on. When i turn it off, it says, "This iphone was not able to download 4,453 full resolution photos and videos. If you continue, the low-resolution versions of these photos and videos will be removed." Is this safe? My wife doesn't want to lose any pictures. Thoughts?

We are happy to help with the issue you are having downloading your photos. We see you came from Get help with iCloud Photos. As this resource mentions, "If you're out of storage, your devices won't back up to iCloud, and new photos, videos, documents, and your information won't stay up to date." You want to check how much iCloud storage you have and how much is being used. Take a look at Manage your iCloud storage and the section "See how much iCloud storage you're using". You might also want to look at What's the difference between device storage and iCloud storage?
