old text message pictures wont load after transfering to my new phone via icloud

i just got a new phone and transfered my data via icloud. when i scroll up to view my old text messages i can read the texts fine but the videos will not load. i have attached a picture of what i see. i have tried tapping them and nothing happens. ive held down on them and there isnt any way to download them either. they dont show and loading sign. how can i get them to load or are they just lost forever?

Welcome to Apple Support Communities. We understand that you're having an issue with restoring your photos and videos in your Messages after moving your data to a new iPhone. We'd like to help.

When did you make that transfer to the new iPhone? Restoring your data can take some time so we want to make sure you've given it enough time. Also, we see from your screenshot that your iPhone is in Low-Power Mode. Low-Power Mode temporarily pauses iCloud Photos so that may be affecting your restore from iCloud: Use Low Power Mode to save battery life on your iPhone

Let us know if turning off Low-Power Mode, and staying connected to a strong Wi-Fi network, helps those continue loading.
