Photos in the Library/All Photos view are sorted by the oldest Capture Date , i.e. with the oldest photos at the top of the view.
Photos in the Recents are sorted by the oldest Date Added so would not necessarily be in the same order as those in the Photos/All view. But both views will contain all of the items in the library.
I usually create an album for adding photos to websites and put it at the top of My Albums in the sidebar for easier access.
