Mac Pro 4,1 has no chime and won't boot

So recently I got a Mac Pro 4,1 and it worked for a while. I wasn't going to use it for a while so I left it for a bit with no power cable plugged in. It worked fine until one day when I plugged it in to test if it was alright but it didn't boot, there was no chime when I came to turn it off I had to hold the power button to turn it off. I checked the diagnostics lights and the PSU PWRO, 5V STBY, SYS PG, EFI DONE, GPU OK leds were on. I can't tell what colour the leds are because I'm partially colourblind.

If the fans come on, check or replace the PRAM backup battery, a 3 Volt non-recharging long-life lithium coin cell half-hidden behind the graphics card slot. Use a bright light and understand the battery holder fully before applying force. Under 3 Volts in your hand is spent.

CR2032 is a readily available and perfectly adequate replacement.
