Apple Wallet Add Card Stuck Loading

Went to add a card to my Apple wallet this morning on iPad Air (4th Gen, iPadOS 14.6), clicked Wallet & Apple Pay, Add Card, and then got a load wheel that doesn’t stop. Tried closing and reopening settings app, tried restarting iPad to no avail. Experienced the same issue when I switched to my phone (iPhone 11 Pro Max, iOS 14.6) and tried the same operation. Tried the same fixes there as well with no result. Any ideas?
