Procreate Purchase not going through

Hello, tried to purchase procreate on my shiny new 11 in ipad, the little wheel thingy is going, but my money is not being taken, and aside from that nothing has happened for a solid hour.

How can I stop this.

I registered my new ID and PayPal as my payment method while I was trying to purchase the thing, if that's relevant. I think maybe the simlteneousness caused an issue?

iPad Pro, iPadOS 14

App Store, iTunes Store, or other Apple services - If you can't connect

Some things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.

Try a restart.

Restart your iPhone, iPad, or iPod touch

Try a forced restart.

Update: free app downloads don't go through either. My OS is 14.6 and seems up to date
