Hotspot isn’t working.

I have an iPhone XI. I used to always open hotspot, but somehow, it says that I have to activate my hotspot again and to do so I have to contact my carrier. After I contacted them, they said that they have nothing to do with this issue whatsoever, and that iPhone is the only one who can enable and disable hotspot. What should I do ?
