You can’t sync your iPad with your iPhone no matter what you do. You can’t sync two iOS devices. You can sync some of the same content on both devices.
If your account is not accessible it may be due to restrictions or screen time settings. You may have disabled the ability to make changes to accounts. See Allow Changes to other settings and features in here.
