Dual SIM mode with 2 eSIM

Hi,

iPhones support the dual SIM mode only with one physical and one eSIM. I would be very interested why 2 eSIM aren‘t supported for dual use (instead just one eSIM can be enabled at a time)?! I don’t get the technical limitations here - is it a strategic decision of Apple?
