Are you running the current software release, watchOS 7.5 ? Somehow it is showing backlevel V6 for you here.
Update your Apple Watch - Apple Support
If so, try restarting both devices and hopefully Activity works then. One of the conditions is that your personal information has been entered in the Health app:
