ow to enable START DICTATION function at iMovie? I already setup at setting but still can't get it

However, are you sure that you aren't referring to the Voice Over feature instead of Enhanced Dictation? Voiceover will give you an audio clip with your recorded voice on it, that you can use in iMovie. Enhanced Dictation translates your spoken word to written text. It's supposed to work every place where a typing cursor appears. I've not tried it, but it might therefore work in the text box of iMovie titles. I would think so since there is an Edit/Start Dictation item in iMovie. You will need to try it and see.
