Sorry, I'm not aware of any option to do that. Any Family member that has the free 5GB plan will be automatically added if you opt to share storage with the Family and those with a larger plan will have a choice.

I already have a 200gb account. I want to add her.
The link above only lets me share iCloud storage with all family members. I only want to share this with my wife and not the other family members I share everything else with. How do I do this?
