I had this exact question and found out the following information:

To receive 3% cash back, you must use your Apple Card at Apple.com

To receive 2% cash back, you must use your Apple Card at any merchant who accepts Apple Pay (look for Apple logo on register or card reader)

To receive 1% cash back, you must use your Apple Card at all other merchants

1, 2, or 3%
