iCloud/locked phone

Is there a way to get an I phone unlocked without the passcode or finger print, without losing pictures? Or a way or someone to contact to access an iCloud account to get pictures that might be on there. My husband passed away and I can’t get into his iCloud, w-mail, or phone and I just want to see if there are pictures he had that I don’t! I am able to get into his iPad but he did not have the pics from his cloud set to go onto his iPad. I am not looking to buy something that might work…. And if there is someone at Apple that would be able to help I have proof of being next of kin and death certificate. I just don’t want to lose pictures I don’t have to. Any help would be great!
