Bring All to Front does not work?

I thought "Bring All to Front" under the Windows tab is supposed to bring up all the Windows open in that application. So if I have the Mail Inbox visible, Bring All to Front should bring up/forward the 3 or 4 other emails that I have open (as evidenced in the Windows tab), on top of or beside Inbox.

But it does nothing. I have to open them individually on the Windows tab, in order to open them "in front" of the Inbox.

The same is true of Finder and various other application that can have multiple windows open.

Am I doing something wrong, or what exactly is "Bring All to Front" supposed to do?

It may be affected by Windows in another Mission Control Space. Enable the application to be visible in all spaces.
