There is no Apple Support document specifically addressing this message that I can find but these links have been recommended by Apple ( https://discussions.apple.com/thread/7417834 ) and others with this problem.

Does that happen every time you try to sign into your Apple ID? If so, you may need to reset the password.


Enter the Apple (iCloud) ID, and click Forgot Password. See if you can get a Rescue or Notification email option if necessary. Link to contact Apple Support at the end of the 2nd article.
