I don't know how this was purchased it was likely on my phone but I am viewing it on my PC and I need this cancelled and refunded.

Apple is extremely difficult to work with for purchases that were accidental or otherwise not intentional. I would encourage you to use a credit card as your primary payment method with apple. Credit cards by law have unauthorized charge protection. If you have explained the situation to Apple and they won’t give a refund, I would recommend disputing the charge with your credit card. Once you dispute it, Apple then can only fight it by providing rock solid evidence that it was an authorized purchase.
Two important points. Always contact Apple and request a refund from them first before initiating a dispute. Second, don’t abuse this dispute process. Always be honest on whether you meant to purchase something or not.
If you call Apple support and they’re being difficult let them know you’re going to dispute it on your credit card. When you dispute a credit card transaction it’s called a chargeback and the merchant is charged a $20-$30 fee on top of the amount of the purchase.

Yes that’s true, but that’s more of a scare tactic than anything because they only disable it temporarily. I’ve been through this process when my nephew was playing on my phone and managed to make a bunch of in app purchases on a game. I requested a refund and explained what happened, Apple denied the refund, I appealed the refund, Apple denied it a second time. At that point, I disputed the charge. I won the dispute. Apple then disabled my ITunes account. All you have to do to get it enabled again is call support. The only thing they asked me before enabling it again was if I contacted Apple before initiating the dispute. My answer of course was yes and then it was enabled again. I actually because very familiar with the process because Apple disabled my ITunes account each time the chargeback was processed so by the end I went through the process 5 times.
If you dispute a charge Apple will disable your iTunes & App Store account.
