Why Can't I Sync Ringtones or Voice Memos Anymore?

I've had MacBook Pros and iPhones for about 15 years. Up until recently, it was very easy to create ringtones in GarageBand and then drop and drag or sync onto the iPhone from the MacBook. That appears to be no longer doable with a USB connected phone.

Also, my Voice Memos used to be able to sync from my iPhone to my MacBook. That appears to be no longer doable with a USB connected phone.

Apparently, if I want to open myself up to additional risk of hacking, or to let Apple, Inc. access all of my data, I can do these things via iCloud or AirDrop. I do not wish to use either of these options.

Does anyone know how I can easily add/sync/transfer Ringtones and Voice Memos between the iPhone and MacBook Pro with a USB-C Cable? Thanks.
