How can I wirelessly mirror a 12.9 iPad Pro screen to an older iPad mini screen without using AppleTV?

They are connected by Family Sharing on the same wifi network and will not be streaming any copyright material.

Unless both iPads are compatible with Sidecar, you can't mirror them.
