Unable to Download GarageBand on iOS 14

I offloaded some of my apps (including GarageBand) few months ago. I could reinstall the offloaded apps except GarageBand. When i tried to reinstall GarageBand, it won’t load and I got stuck.

I’ve checked anything that could prevent me from downloading the app, but my storage isn’t full yet, my Wi-Fi works fine, and I’ve updated my iOS to the newest version. What should I do? It seems that I wasn’t the only one who got the same problem. Plenty of people have been complaining but there’s no latest news or meaningful progress on this topic. It’s really annoying.
