Which app is it that you are attempting to remove from the App Library? Some apps developed by Apple cannot be deleted/removed from the device or the App Library.

You may have Screen Time Restrictions set to ON.
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ iTunes & App Store Purchases ➔Deleting Apps : Set this to ALLOW.

i have" Parler", and "2ndfirst" apps and I can't delete them from the app library. I can get them off the home screen, but I want them off the phone altogether, to free up memory.
