Apple Watch not counting steps correctly

I am simply NOT impressed with the fitness capabilities of the Apple Watch Series 4, according to my Apple Watch I have only done 12 steps, which is barely the number I do going to the bathroom let alone walking ****, west and crooked around my block! I also wear the Polar Chest heart rate monitor whilst exercising and in every case the Apple Watch is well below the Polar Heart Rate monitor.

Not impressed one iota!!

I have done all that has been suggested to no avail. The most prominent is that the Apple Watch versus Polar Heart rate chest monitor are way, way apart. The Watch is totally different from my chest monitor showing my calories and heart rate are way below. At times the Watch also indicates that I have NO heart rate during exercise! Very disappointed.
