To use apple pay, you need to first add your credit/debit card to your wallet app on your iPhone.
After you do so, you can pull up the apple pay option by double clicking the sleep/wake button on the side of your iPhone. (this is accessible both if your iphone is locked or unlocked). Then you will just hold it near the contactless pay reader in the stores.
Not sure what your mean by services, but if you are referring to apple services, yes you can. Just gotta make than your default in the apple ID settings.
