we have to edit an online-pdf file. While tap first field we get a password prompt to fill owners password. We donˋt know these password because it is an official dokument of the city administration.
Using Windows PC we are able to edit the document online, using our iPad not.
What can we do to get the pdf edited via iPad?

Just as an addition to what razmee209 provided you, I have the free Adobe Acrobat on my iPad Pro and have used it to fill pdf forms. That should work for you.

You would probably need to download adobe or some other software that open pdf on ipads.
To my knowledge yes, because several have come from banks. While a pdf can be protected, a fillable form should not protect the fillable spaces unless the creator made a mistake creating the document.

Yes, that should be ccorrect. But why does editing of the same pdf work in other operating systems?

I wish I could answer that one for you. I would reach out and ask Adobe, or check to see if they have a discussion forum that you could ask in to see why you have a problem in Safari on the iPad.

same behavior with Adobe Reader. I tried Linux Mint 19.3 and there it works. To me it seems to be a Safari-Problem.
