Unable to access App Store without WiFi

For a few years, I’ve been unable to access the App Store or download apps while using my cellular data. I can access it while on WiFi. I’ve tried going to the cellular data list to see if the App Store was turned off, but the App Store isn’t even listed on that list. Help! I tried asking the Apple associate when I got my new phone but he was stumped as well

There is a section "CELLULAR DATA" under Settings > App Store (this is not the same as Settings > Cellular ). See if you can change the settings there to make app downloading available without Wi-Fi.
