XR - no cell phone ring / no Messages / no voicemails

I can make outgoing calls with no problem. I can send text messages no problem. Appears to be an "inbound" problem.

Symptoms:

1 - Outside calls go straight to voicemail (I called from both a landline AND a cell phone.)

2 - Although I leave a voicemail, no voicemails come thru to my cell phone.

3 - Text Messages do not come thru to 'Messages' on my cell. (Tested from both external phone lines.)

Attempt to resolve:

I've looked at all of the usual suspects: btw - battery @ 85%)

1 - restarted iPhone (turned off/turned on)

2 - Ring Silence Switch is not on (it's not red)

3 - Verified DoNotDisturb is not activated (Settings/DoNotDisturb is not on/Halfmoon icon is not lit in Control Center.)

4 - Airplane mode is NOT on.

5 - Settings/Sounds & Haptics/Change with Buttons is OFF. and Ringer & Alerts is turned up.

At this point, I also verified that the ringer is turned on. Press left volume button and verified volume level of 'ringer.'

6 - Bluetooth - verified that bluetooth is not on to be sure it's not ringing elsewhere.

Setttings/Bluetooth - is off; also checked setting on Control Panel

Still no calls are coming inbound; going straight to voicemail when I call from another phone.

BUT I CAN CALL OUT.

And still no inbound messages either. BUT I CAN SEND TEXT MESSAGES that are received to a third party.

Help?
