Safari Granting Camera Access even when Denied

Hello All,

I have set my safari to deny access to my camera and my microphone. I wanted to make sure it worked so I logged into Instagram and then Pinterest. It opened my camera for both, so I clicked on AA to see site settings and it shows its denied for these sites. However it is still opening my camera and what's worse it didn't even say it was trying to access it. I changed the setting to ask and it still opened the camera without asking. I understand these are legit sites but what about ones that aren't. I try not to click on links, but sometimes touch screens are sensitive and you click links you don't mean to. Does anyone know why it is doing this? Will this happen for every site, or is this because its Pinterest and Instagram and they are well known sites?

Also this is on Safari for iOS 14.6 on iPhone 12 if that matters.
