Welcome to the Apple Support Communities. From your post, it sounds like there are some issues with Personal Hotspot. We'll do what we can to help.


First, be sure to contact your carrier to ensure hotspot is still in your plan.


If it is, try all the steps here: If Personal Hotspot is not working on your iPhone or iPad (Wi-Fi + Cellular)
