I pay for the coverage for my phone every month 14.99 but it shows as not covered

you would have received an email from Apple containing the receipt for your purchase. In this email you will find a link to complete the setup of your AppleCare coverage and link it to your Apple ID. Once you have done this it should show up on your device. Hope this helps 👍
