When opening Safari on my Mac, the main screen says, "This password has appeared in a data leak which puts this account at high risk of compromise.
Safari can create a strong password for you. Would you like to change your password for ......"
Is this legitimate or am I going to be giving access to someone else, malware, etc.

Looks like a scam to me; a phishing expedition where your account, used as bait; &
could lure you into giving up access information for a siren song; to hungry strangers.
