Iphone 12 pro max

Hello, so there's a huge problem. We bought an iPhone 12 pro max in Kazakhstan but the phone itself is American. It got drowned in water and the official service in Russia says the only solution is to switch it up to a new one for half of price, but then turns out that American iPhones can't be switched to new ones for some reason. So please if anyone knows where they can be switched (expect America) let us know. Or if anyone been to that situation please let us know too. Big thanks in advance
