imessage not activating

Im trying to activate my new work phone. First i had to select it as a new iphone bc it wouldnt transfer anything. Now it will not activate imessage or facetime. My field requires me to be on call over a busy holiday weekend and i can no longer receive texts from other iphones which may cause catastrophic issues when im getting texts that a system is down yet i never actually get that text. There HAS to be an easier way to activate this. I can not understand how after so many years the activation process continues to get worse and worse

Also text message is a phone carrier feature, not Apples.
