Follow the steps in the support document you posted from.
Do note, this will not increase your iPad's local storage capacity.
It will only give you iCloud storage on an Apple server somewhere, and it can only be used for backups, photos and iCloud Music library.

You don’t. If you want to purchase more data, you contact your wireless carrier. Data and iCloud storage are two different things. Increasing iCloud storage allows you to sync and save more data from your devices.
