Can’t add my card to Wallet on specific iPhone

I can’t add any card with any iCloud account and any region in settings, while I can add my card on my second older iPhone, and even on my friends’ iPhones

this one is carrier locked, but I can’t find any info about Apple Pay restrictions for phones like this
