hi , when i wont create new Apple Id , show this message ( Your request could not be completed at this time.
Your account cannot be created at this time. ) , please help me how to fixe it .

Create a new ID (if necessary) and sign into iCloud using the same Apple ID on another Apple device/computer. You should then be able to sign in.
