Apple Pay in messages not working

I have a default card in my wallet but it will not show up when sending money using Apple Pay in messages. I have $0 Apple Pay Cash balance. Usually it would use my card as a default. Now it just show a message saying I don’t have sufficient Apple Pay Cash balance and need to add a card.

I have deleted the credit card and added it again multiple times and still no change. It doesn’t show up as an option.
