Problem with payments

Wanted to download an app in appstore, and got the problem with it.

App tiktok is free, but, I think this is because of my payment that didnt success on 01.07 about the payment of app that need to be every month. Didnt have money on card that is added to apple pay and now can’t download because of it I think.

what do I need to do?

Apple pay When I tried to update my apps it said "there was a billing problem with a previous purchase" so I put my credit card and it said payment was declined the reason it said that because I tried to get cashapp back but I had to out my credit card so when I did it said payment declined so now my apps will be outdated I tried everything even deleting my credit card and putting it back please help!

Payment when I try to make an in app purchase it only selects my card (which doesn’t have enough money for what I’m getting) as a payment option instead of my Apple ID funds ware I do have enough money so it just cancels the purchase thinking I don’t. How can I fix this ??
