it won't let me quit photos

I can't quit photos I can only hide it. I've tried shutting down and restarting my MacBook, but it won't let me because Photos is still running. I can't X out of it because the red X isn't highlighted, or command Q either. when I right click on the photos icon on the toolbar I can select quit but it does nothing.
