My phone got wet in the rain yesterday and now the screens has a frame around it? It is an iPhone 11 and no longer under warranty. I feel that rain should not damage a phone. What can I do ?

Unfortunately liquid damage isn't covered under warranty. Check to see if your phone has been water damaged here: https://support.apple.com/en-gb/HT204104
If it is you may need to book an appointment at your nearest apple store to see if it can be repaired. Find your nearest here: https://www.apple.com/retail/

You can set it aside for a few days and let it completely dry. If that doesn't work you can click on the Get Support link at the top right of this page and start the service process with Apple and do an out-of-warranty replacement or you can find a competent 3rd party repair shop and see what they will charge you to try and fix the water damage if they can. If you go the latter route Apple may refuse to service your iPhone in the future.
