can i have two different region
i have an apple id for american region. and i have moved to overseas for a few years so i want to use both american account , and make another one in the region where i live now. can i do that? then, how?

Technically you are not supposed to do that. "Our Services are available for your use in your country of residence (“Home Country”). By creating an account for use of the Services in a particular country or territory you are specifying it as your Home Country."
You would either have to keep changing region on your current Apple ID or you would have to create a new Apple ID.

Using two Apple IDs can be very problematic since you cannot use both on the phone at the same time and an Apple ID is highly customized for an individual.

You will have to maintain valid payment methods for both countries.
