I spend a little time in a mostly 3G area (occasionally 4G) in the Scottish highlands, with the above phone. In my Mobile Data Options, I cannot select 3G. Only options are 4 or 5G. Difficulty is when I attempt to download newspaper.

No Apple employees in this forum, only users of Apple products. You are wrong. It is problem with your wireless carrier GiffGaff O2. Contact them if they still support 3G, or adjust their network, or your account settings, I don’t know. iPhone 12 suppose to automatically switch to 3G, when LTE, or 5G not available.
I second Lyssa's comments. 3G worldwide is being phased out by most cellular carriers. Most of the major ones have already done so. Most likely, the reason that you cannot select it may be because your's has a well. Regardless, a call to them should clear this up. I doubt Apple will continue support for 3G in their future product lines.
I believe your carrier controls which options show up on your phone. Have you contacted them?

We understand that you’re not able to manually choose your network on your iPhone in Settings > Phone. This becomes apparent when attempting to download a newspaper.
What happens when you try to make that download? In Settings > Cellular/Mobile, Cellular/Mobile Data Options, what are you choices?

Thanks everyone for your efforts. I asked the Apple forum because, as stated in my original question, I have an Apple iPhone 12.
Personally, I think it’s a software problem which only Apple can solve, so, Apple, if you’re reading this , please help!

Sorry. Everybody here only users of Apple products, nobody can help you. If downloading newspaper is real critical, probraly temperary use 3G phone. I do not know.
Okay. Somewhat forget my previous long reply. Like previous two post wrote, check with your wireless carrier, and find out if they still support 3G service. If yes, they may have to adjust some settings in your wireless account.
