How do I shut off the swish sound when sending a text message in the message app and shut off the camera click when taking a picture in my iPhone 12 Pro?
I have Live Photo on.
I know I can just turn the volume all the way down or shut off the ringer for the camera noise, but I want to know another way to permanently shut it off

I did shut off the text tones in settings and restarted the phone. Still makes the swish noise.
regarding the camera, I know I can silence the phone but that’s annoying every time I take a picture. Isn’t there a way to permanently shut off the shutter sound without having to do it every time I want to use the camera?

From your post we see you are trying to remove the sound when sending a message. Let's see what we can do! You can adjust those sent messages sounds in Settings > Sounds & Haptics > Text Tone. As for the shutter sound, if you live in a supported region that can disable that feature you can flip the silent switch to make it stop: How to put your iPhone on vibrate, ring, or silent mode.
