Setting up Apple Watch for a senior parent

My mom is 91… purchased her an Apple 6 watch.. trying to pair.. no problems ..I know I need to add her to family sharing. That’s where I get stuck when it asks for ID and password?

My Sons Apple Watch is already in a family setup, he does not have a phone and I manage his Apple Watch through mine. I plan on giving him an iPhone, will his watch connect to his iPhone if he’s using the same Apple ID? my Son has an Apple Watch setup by me. He does not have a phone but I plan on giving him one. His phone will be connected to the same family account as his watch. Will they be linked together as if someone where to have an Apple Watch, iPhone, and still be in a family group using Apple?
